Dr. Garcia leads the strategic planning and execution of ISIS operations as a consulting specialist to the medical device industry. He also acts as a Study Director for both GLP and non-GLP studies and oversees corporate policies and procedures and adherence to regulations as defined by ISO, USDA, and FDA.

Dr Garcia graduated from university of California, Davis School of Veterinary in 1983, where he provided advanced training in non-domestic animal medicine. He also assisted in several government-funded projects for the California Department of Fish and Games and served as a Preceptor for the San Francisco Zoological Gardens and the California State Department of Public Health.

In 1984 co-founded the Berkeley Antibody Company (BAbCO), the first contract research organization to provide expert capabilities in comparative medicine, surgery and pathology. He was responsible for creating the In Vivo Studies Division, implementing a new marketing plan and securing scientific grants from federal agencies. Dr. Gracia was instrument in Covance's acquisition of BabCO in 1998, a global biopharmaceutical drug development company, where he became a Senior Director and California Site Director of the In Vivo Surgical Services division, and remained a key division until the spring of 2006, when the company was acquired and renamed ISIS Services, LLC. Dr. Garcia is recognized as a prominent teacher, lecturer and presenter. He currently serves as an Adjunct Professor at the Washington State School of Veterinary Medicine.
